Oregon is one of the more expensive states for gas on the West Coast. The state has no refineries and imports all fuel from Washington state refineries and occasionally from California. Oregon also has a Clean Fuels Program that adds compliance costs to each gallon.

Oregon was famous for banning self-serve gas statewide. That law has been partially relaxed in recent years, allowing self-serve in counties with fewer than 40,000 people. Portland drives most of the state's demand, and prices there tend to be higher than rural areas. State gas taxes are moderate but the clean fuel surcharge adds meaningful cost.

Why is gas expensive in Oregon?

It requires fuel importers to gradually reduce the carbon intensity of transportation fuels sold in Oregon. Compliance costs get passed through to consumers, adding several cents per gallon. The program has been phasing in since 2016.

Can you pump your own gas in Oregon?

Partially. Oregon recently relaxed its decades-old ban on self-serve gas in counties with populations under 40,000. In Portland and other larger cities, most stations are still full-service only. This doesn't significantly affect price since the cost of attendants is relatively small.
